The evaluation finds that the Better Than Cash Alliance (BTCA) is highly relevant to its Members, as its focus on responsible digital payments and financial inclusion is closely aligned with their priorities and needs. A key finding is that BTCA’s country diagnostics and sectoral analyses provide valuable evidence on gaps, challenges, and opportunities for payment digitization. The evaluation shows that BTCA’s advisory support effectively aligned with national priorities, contributing to progress in digital and inclusive payment systems in countries such as the Philippines, Colombia, and Ethiopia. Demand for BTCA’s advisory services exceeded available resources, highlighting both strong Member demand and capacity constraints. The findings further indicate that BTCA’s advocacy and applied research strengthened Members’ ability to design inclusive digital payment ecosystems. Overall, the evaluation concludes that BTCA delivers clear added value, while future impact will depend on prioritization and adequate resourcing.
