The company BEHAG Belagswerke Heimberg AG is planning to build a new pavement plant. This plant is to replace the two pavement plants of AG Balmholz in Sundlauenen and the BEHAG pavement plant in Heimberg. The new plant will produce asphalt / road pavement. For the production of road pavement, mineral materials (sand, chippings and gravel) are loaded into a dry drum and heated to the required temperature by means of burners (conventional fossil fuels). In a parallel drum, reclaimed asphalt is heated in a similar way. The heated mineral is then mixed with reclaimed asphalt and bitumen in a mixer. The aim of the project is to manage the energy-intensive production of asphalt using almost only renewable fuels and to demonstrate the economic viability of the plant in practical operation. Up to now, fossil fuels such as fuel oil or natural gas have been used for the production of pavement. The raw material used in this project is wood or wood dust, which comes from regional suppliers wherever possible.

Belagswerk Oberland AG is building a new coating plant in Wimmis. BWO AG is the first coating plant in Switzerland to use wood dust as its primary energy source instead of fossil fuels. This means that its coating production is virtually CO2 neutral. The use of wood dust as an alternative fuel to fossil fuels requires an economically balanced concept with regard to the availability of the raw fuel, its processing into wood dust, and its pollutant behavior during combustion. The aim of the project is to achieve energy-intensive asphalt production using almost exclusively renewable fuels and to demonstrate the economic viability of the plant in practical operation. The limits set by the Bern Office for the Environment and Energy (AUE) must be complied with or validated (note on AUE limits: to date, no emission limits have been specified in the LRV for paving plants using waste wood as fuel). An essential component of the plant is the wood processing plant. Around 15 percent of the raw fuel delivered (waste wood chips) is separated out and burned in a chip heating system. This heat is used as drying heat to dry the remaining mass flow to the required moisture content. The dried quantity is then fed into the actual processing plant. This procedure is intended to ensure that the two characteristics of grind size and moisture content can be optimized in such a way that the performance required for the asphalt plant can be achieved and the LRV specifications can be met. After the commissioning of the wood dust processing plant was delayed due to technical difficulties, the renewed tests were successfully completed and the plant went into production in spring 2024. In October 2024, an initial orientation measurement of pollutant emissions was carried out. While the limit values for wood chip heating (drying heat) were complied with, the wood dust combustion for the actual asphalt production exceeded the limits. Due to uncertainties in the evaluation (increased heavy metal emissions with the same energy source as for wood chip heating), a new measurement is planned for the third quarter of 2025. The retrofitting of the wood dust plant led to considerable additional costs. If the investment costs for the wood dust plant could be reduced to around CHF 4 million for annual production volumes of around 110,000 tons of asphalt pavement or CHF 5.2 million for large plants with 150,000 tons in follow-up projects, a payback period of less than 20 years would be achievable. This statement on economic efficiency is based on low energy costs ≤ CHF 60 per ton of waste wood and income from any CO2 compensation projects. The energy costs for clean waste wood (positive selection), which is currently used to operate the plant, are significantly above the target value. The current production volume of the pilot plant during the period under review was 105,000 tons of asphalt pavement per year. There is a conflict of objectives between low energy costs and higher emissions from unsorted waste wood. However, no reliable emission measurements are available to date. Therefore, neither compliance with the current LRV or the limits set by the AUE can be confirmed, nor can a need for political discussion regarding their adjustment be identified. Since compliance with the LRV is a key prerequisite for the operation of wood dust combustion plants using waste wood as fuel in paving plants, their future potential cannot be conclusively assessed at present. However, if further plants were to be built, an adjustment of the LRV would be necessary, as the current limit values for asphalt plants only take fossil fuel heat generators into account. Based on current knowledge, relaxing the limits defined for the project would improve the economic efficiency of such plants. The plant currently produces asphalt with a 70% wood content. Energy efficiency and cost reduction can only be conclusively assessed after evaluating longer operating data and further tests. At the same time, the quality of the waste wood is being improved so that wood dust can be produced without time-consuming “positive selection.”
