Switzerland mandates an external, formative evaluation to assess its commitment regarding the creation and development of the reinforcement of the Civilian Component (CC) of the Economic Community of West African States (ECOWAS) and the Ecole de Maintien de Ia Paix (EMP) in Bamako. Subject to evaluation will be the Swiss technical and financial support of the CC of the ECOWAS Standby Force (ESF) and of the CC of the EMP, one of the three Training Centres of Excellence (TCE) of ECOWAS. The purpose of this evaluation is to determine to what extent objectives of those institutions have been reached and to what extent the activities made a contribution to the reinforcement of civil capacity in the region. The evaluation is expected to provide recommendations for the design and impiementation of the next programme phase, strategy and projects.
