In 2009, the operational structure of the MEU project has been put in place, with the active involvment of all the partners. Very relevant results have emerged from the urban subprojects in the partner-towns. These activities led :
a) to apply existing softwares on urban neighbourhoods and to evaluate their performances;
b) to determine the input/output data necessary for urban enery planning projects, on the basis of the data gathering and treatment performed in each of the subprojects;
c) to realize a thorough analysis of the pros and cons of some of some well-known EU sustainable neighbourhoods.
A broad reflection has been launched regarding the dataset to be used for an efficient and holistic territorial energy planning, notably through regular meetings of the Working group involving all the partners. A first proposal as to the data structure has been developed. It shall be completed in 2010, in order to build a unified and structured data model, to be used by the future MEU software tool.
A multi-entry matrix was elaborated, in order to evaluate the regulatory tools available to public authorities and how the former are used in energy planning projects. A graphic representation of the energy fluxes from primary energy sources to final energy services has been developed. It allows to display the urban energy systems in a detailed way, including all the supply sources and intermediate transformation steps.
A first version of the detailed description of the future software tool is currently being prepared. It shall notably include the multiple indicators and functions identified and requested by the project partners. It shall be completed in 2010, in parallel with the development of the integrated methodology for urban energy planning.

Du point de vue de la future plateforme MEU, l’année 2010 a été consacrée :
a) à la finalisation et validation par tous les partenaires du cahier des charges fonctionnel;
b) à la mise en place d’un groupe de travail technique dédié à la réalisation informatique;
c) à l’élaboration détaillée et à l’implémentation informatique d’un modèle de données unifié et structuré, qui soit compatible avec les solveurs et avec les données à disposition des villes;
d) à la définition de l’architecture système et à son implémentation informatique, notamment du point de vue de la mise en place et de la connexion des serveurs;
e) à la réalisation d’un premier use case de démonstration, avec appel des banques de données et visualisation des services web sur un navigateur.
Parallèlement, d’importants résultats ont émergé des projets urbains qui ont été réalisés ou sont encore en cours de réalisation auprès des quatre villes-partenaires, avec une forte implication des multidistributeurs énergétiques locaux. Les projets urbains 2009 et 2010 ont ainsi permis de développer une meilleure compréhension au niveau :
a) des données en input à disposition des villes et des multi-distributeurs, ainsi que de leurs caractéristiques disparates, avec une claire priorité posée sur des données mesurées;
b) des besoins/attentes des villes et des multi-distributeurs en termes d’indicateurs et de fonctionalités associées, telles que les représentations cartographiques;
Sur cette base, l’outil sera basé sur des scénarios qui seront développés, mis à jour, complétés et enrichis par les utilisateurs mêmes.
Du point de vue organisationnel, les nouveaux partenaires – Institut d’Informatique de Gestion (IIG) de la HES-SO Valais, ESRI Suisse SA, ainsi qu’un étudiant Master de l’Université de Genève – ont été intégrés avec succès au sein du projet, notamment au sein du groupe de travail technique.

The MEU project has been launched by the Energy Center at the Ecole Polytechnique Fédérale de Lausanne (EPFL), the Energy and Municipal Research Center in Martigny (CREM), in collaboration with the University of Applied Sciences of Western Switzerland - Wallis (HES-SO Valais). It has been funded by the Swiss Federal Office of Energy (SFOE), the Research, Development and Promotion Fund of the Swiss gas industry (FOGA) and four cities in the French-speaking part of Switzerland, namely La Chaux-de-Fonds, Lausanne, Martigny and Neuchâtel. The project lasted three years, involved several EPFL and HES-SO Valais laboratories, with a continuing and bottom-up-style collaboration with the other project partners, in particular the concerned municipal services and the local multi-energy utilities (Services Industriels de Lausanne, Sinergy SA and Viteos SA).

Le projet MEU a été lancé par l’Energy Center de l’Ecole Polytechnique Fédérale de Lausanne (EPFL), le Centre de Recherches Energétiques et Municipales de Martigny (CREM), en collaboration avec la Haute Ecole Spécialisée de Suisse Occidentale – Valais (HES-SO Valais). Il a été soutenu financièrement par l’Office Fédéral de l’Energie (OFEN), le Fonds de recherche, de développement et de promotion de l'industrie gazière suisse (FOGA) et quatre villes-partenaires en Suisse Romande, à savoir La Chaux-de-Fonds, Lausanne, Martigny et Neuchâtel. Le projet s’est déroulé sur trois ans, avec l’implication de plusieurs laboratoires de l’EPFL et de la HES-SO Valais, dans une collaboration continue et bottom-up avec les partenaires du projet, notamment les services concernés des villes-partenaires et les entreprises multi-énergies locales (Services Industriels de Lausanne, Sinergy SA et Viteos SA).
