The assessment of economic impacts of animal diseases and their control has attracted more attention in the agenda of policy makers of many countries over the past years. As resources are scarce and governments are obliged to work with limited budgets, there is increasing competition for funds and sound economic justifications for proposed control or surveillance programmes are required. So far, at the Federal Veterinary Office (FVO), only a few intervention programmes have been financially assessed, but there is a growing need for structured, transparent and logical frameworks that allow the comparison of different alternatives for decision-making and lead to science-based priority setting. The investment of public funds in surveillance systems in Switzerland has not been subject to economic appraisal that might indicate how much surveillance effort is worthwhile and justifiable. Surveillance is an important instrument to guarantee freedom from disease, to document the impact or progress of an intervention or to detect emerging diseases or threats to human health (early warning system). The aim of this project is to facilitate the allocation of scarce resources and to support the decision-making process at the FVO by providing a user-friendly instrument which allows the calculation and comparison of costs and benefits of current and putative future surveillance programmes.

This project consists of three parts. In a first part, a conceptual framework and generic tool will be developed, that will identify and integrate costs and benefits of surveillance systems taking into account different stakeholder perspectives. In a second part, a selection of current Swiss surveillance programmes will be assessed using the generic tool. This assessment will provide information that will allow the tool to be updated, revised and improved. In a third and last part, descriptive statistics will be used to similarities and differences between surveillance programmes. Recommendations for decision-makers and suggestions for the improvement in performance and quality of surveillance programmes and priority setting in terms of fund allocation will be presented.

The general aim of this project is to facilitate the allocation of scarce resources and to support the decision-making process at the FVO by providing a user-friendly instrument which calculates and compares the costs and benefits of current and putative future surveillance programmes.
The objectives of the study are:
a) to develop a conceptual framework and a generic tool to assess and compare the cost and benefits of surveillance programmes
b) to use and revise the tool by applying it to programmes being part of the national control plan
c) to describe and analyze the outcome of the previous step and to give recommendations for the im-provement of surveillance systems from an economic point of view.

Switzerland is expending vast amounts of time and money conducting extensive surveillance programmes. So far, there has not been a tool available that guaranteed a detailed analysis of the costs and benefits of surveillance efforts. The development of such an instrument, suitable for all kind of surveillance approaches and inspections, is necessary for a deliberate allocation of resources. There is a strong interest for standard-ized methods that will offer a reliable framework for the evaluation of surveillance approaches for public health.
The generic tool will allow the evaluation of both current and putative surveillance programmes and provide information about the financial consequences of an intervention. The direct application of basic economic methods will enhance the quality of the FVO’s decision-making with respect to surveillance programmes. Future decision-making will be facilitated by the availability of a user-friendly instrument that enables policy-makers and researchers to make a straightforward assessment of planned programmes. The sound eco-nomic calculations will set a reliable basis for future surveillance activities and will make sure that limited re-sources are used in the best possible way. Additionally, the results of this project will provide factual evidence for justifying expenses in the area of animal health and food safety surveillance.

Mit dem Handbuch wurde die Umsetzung erreicht. Barbara Häsler ist bereit, am BVET Workshops zur praktischen Vermittlung der Methode an konkreten Beispielen durchzuführen. Bereich MON wird Workshop anregen und sich mit Beispiel an Barbara Häsler wenden. Teilnahme solle auch für VPHI möglich sein, da MOSS dort einer der Forschungsschwerpunkte. Status: erledigt.
