The main objective of the Action has been to increase availability and accessibility of telecommunication services and equipment for disabled and elderly people. These services and equipment should be designed so that the special needs of these people are taken into account, but if this is not possible they could also be made adaptable to meet the required needs. The aim is therefore to ensure that the inclusive design concept, in one form or another, is taken into account right from the design phase. The project carried out within the framework of this the Action, is divided into two parts. The first one relates to the publication of a series of practical guidelines for designers of telecommunications services and equipment to help them design products that are accessible to as many people as possible. As mentioned in previous reports, five COST 219bis guidebooks were published for Telecom 99 in Geneva, with two additional guidebooks on the COST219 website. During the course of the Action, there was deemed to be an urgent need to publish a book presenting the latest developments in the field. It was therefore decided to go ahead with this major undertaking under the editorship of the Swiss representative, Patrick Roe. This publication, entitled 'Bridging the Gap', is a review of the recent evolution in telecommunications services and equipment for disabled and elderly people. It is targeted at industrial and political decision makers, telecommunications designers as well as disabled user groups. Three thousand copies have been published for the launch in December 2001 at the final COST 219bis conference in Louvain. This publication is the main final output of the Action. The second part of the project relates to the setting up of a Swiss national reference group, bringing together researchers, representatives from the telecom industry, service providers and user groups. The first two meetings of this group were held in 2001. As a result of the first meeting, some requirements relating to the needs of disabled people have been introduced by the Swiss Regulator BAKOM into the new Universal Service Provider License obligations (for 2003) approved by the Federal Government on the 31st of October 2001.
