The pluridisciplinary nature of urban areas should be administered by actors who are interrelated by a network of information systems. This concerted approach involves inter-sectorial collaboration between several professions as well as the availability of geo-referenced information and data at the scales of the municipal, cantonal and regional levels. At the outset, it is necessary to integrate basic geo-referenced information with dynamic sets of data concerning specific occupations and professions (for example dealing with water, transport, green space, etc.) as well as data and information from simulation models of complex environmental processes. Once this project has been implemented, it is necessary to have access to an information and decision support system that can be consulted by diverse actors at the local level. This tool should enable monitoring, updating and ongoing consultation using effective visual representations and sets of instruments that support decision-making processes. This project was applied and tested in the large urban municipality of Meyrin in the Swiss Canton of Geneva, which is accessible by rail, road and air. A laboratory was established to enable the processing of permanent and evolving data. The use and maintenance of this information system has been integrated into a decision support system which supplies the meta-information necessary to the decision-making process. The main objective of this project was to formulate and apply an information system and an analytical system that was aggregated into a Project Information System (PIS), including relevant sources of information used by actors involved in urban planning and civil engineering at the local or municipal level. The Project Information System was intended to provide rapid access to geo-referenced information that can be updated regularly; that permits the aggregation of data used by different actors; and that promotes the feedback of information. The case study was conducted in the municipality of Meyrin which is in the Canton of Geneva. The Canton of Geneva includes 45 municipalities and Meyrin is one of these. The municipality of Meyrin has a surface area of about 1000 hectares which is nearly 4% of the total surface area of the Canton. The formulation and application of methods to analyze the water cycle in a given urban environment by a project which will take into account the whole set of parameters and mechanisms as well as their spatial and temporal distribution using geographical information systems (GIS). An application was introduced in the second phase: Meyrin-La-Gravière; the problem was to evaluate different development alternatives of a new neighborhood of the municipality of Meyrin. Today the area is devoted to agriculture. Development alternatives differs principally on the height of building, the type of housing and the type of soil imperviouzation. The reader should know that the results are indicative. Indeed a simulation containing all the principal actors concerned with the project was performed to identify the families of alternatives and criteria. The preferences of each actor were also guessed during the simulation.
