Abstract

As saturation of on-line data and mail communication brings too much information of low value, filtered and suited information supply becomes ever more essential for satisfying the (needs of) demanding info consumers. Good initial configuration and continuous adaptation of the information supply will help the info providers to develop this very promising but still immature market. DILEMMA aims to facilitate and improve information supply and communication in the areas of innovation exploitation and technology transfer activities. The project employs distributed information resources and infrastructures throughout Europe. It researches real commercial information supply services for an extensive set of info supply nodes located across Europe, by developing a working environment to support the design and life cycle management of such services. The project addresses the needs of well established organisations across Europe, providing information and partner search services (among other tasks) to support companies and organisations in innovation exploitation and technology transfer. Especially in the aforementioned areas, research for the provision of an infrastructure that supports the adaptive and customisable information supply from different information suppliers to different information consumers is highly critical, as it is directly related to the utility and the value-addedness that any intermediate 'layer' may provide. Within the framework of this project we deal with two categories of information services: · Information relative to the financial, legal and administrative framework of innovation exploitation and technology transfer, which can be: · Legal framework in various European countries for investment, joint venture agreements etc. · Market opportunities in various European countries · Funding opportunities for Research and Technological Development · Funding opportunities for business creation and innovation financing (venture capital, seed capital, bank loans, national guarantee schemes, etc.) · Information relative to mediation activities in innovation exploitation and technology transfer about: · Existing technologies in various scientific or market domains · Existing needs of technology in various scientific or market domains · Lists of experts for legal issues, IPR issues, technology transfer etc. · Expressed requests or potential interests for partners for technology or business cooperation Improvement of on-line information services for the above two categories requires life-cycle management i.e. adaptation of info services based on informed decisions about usage patterns, which also makes the information consumers part of the entire value chain and active contributors. The idea here, which will be tested within the project lifetime, is that digital design is the optimal way to address life-cycle management.
