Objectives of the project
The general aim of the Concerted Action was to bring together policy and silvicultural approaches and experiences from different European countries in order to improve effectiveness and efficiency of silvicultural and forest policy means towards multiftinctional forest management in mountainous areas.

More specifically, the objectives were as follows:
· To assess existing silvicultural techniques and policy tools used in different countries
· To explain success and failure of existing silvicultural and forest policy tools for mountain forests
· To identify indicators for necessity or omission of silvicultural interventions
· To evaluate silvicultural and policy tools for mountainous regions
· To adapt and improve silvicultural and forest policy measures or instruments
Methodological approach
The concept of the Concerted Action involves silvicultural and forest policy scientists as well as representatives of different interest groups.
Core of the Concerted Action were three workshops each hosted together by two neighbouring membei countries at locations near their common border. Host countries of a workshop were Austria, France, Germany, Italy, Slovenia, and Switzerland. In 1999 and 2000 all workshops took place. Workshop reports are available.
The main objective of each workshop was the analysis and assessment of the silvicultural and political situation at four demonstration stands (two for each host country), where the host countries demonstrated how they deal with representative problems with respect to silviculture and forest policy.
The participants brought in the experiences from their own countries, analysed possible causes for failure or success of certain measures, compared methods and their efficiency between the host countries and discussed options/alternatives to improve current silvicultural and policy means
Representatives of relevant interest groups (e.g. forest authority, forest owners, environmentalists, tourist managers, hunting associations etc.) were involved in the analysis and discussion as invited
speakers.
