The general objective of the ERA-ORA Concerned Action (CA) was to improve the radar data analysis and utilization tools developed by European researchers. This was accomplished by having a pool of European researchers putting in common modeling programs and experimental data and sharing the experiences gained in their applications for environmental research and program. A Distributed Library (DL) was organized, by making mutually accessible to the participants about 1'700'000 radar measurements taken by ERS-1/2, JERS, SIR-C, AIRSAR, ESAR and ground-based scatterometers over more than 1'100 fields together with ground information, simultaneous optical and passive microwave measurements and three backscattering models. Bare soils, crops, forests and snow-covered terrains were considered. Meetings of participants, two open workshops, and exchange of researchers allowed circulation of ideas, critical comparison of approaches and assessment of synergies. During the CA the DL was exploited to investigate the potential of synergy among multipolarization, multifrequency, multiangle and multitemporal data, for model activity and for developping retrieval procedures. The Tor Vergata stable team is now willing to maintain the ERA-ORA library for 5 years. Procedures were agreed between the team to regulate the access of external researchers to the ERA-ORA library (http://eraora.disp.uniroma2.it).
