Within probabilistic safety assessments (PSAs), the consideration of human performance in the Human Reliability Analysis (HRA) represents one of the more important sources of uncertainty. In addition, PSAs typically focus on the omission of required actions and do not systematically consider the commission of actions, especially aggravating actions. The existing PSA analysis framework of event trees and fault trees and the quantitative methods for HRA are inadequate for a systematic consideration of the aggravating actions, also referred to as 'errors of commission'.
The Concerted Action ISANEW was formed to identify and evaluate current and emerging approaches for addressing these issues, focusing on characterizing and linking two types of methodologies: 1) integrated simulations of the operator(s) and plant, and 2) human performance and quantification models with the potential to address all or some of the issues related to errors of commission. The characterization is intended as the basis for formulating a coordinated research strategy aimed at integrating these approaches in an overall approach to address errors of commission.
In this work, the PSI's is orienting its investigation at the prospective applications of its computer code for operator-plant simulation, OPSIM. This entails elaborating a consensus for future development objectives as well as outlining their associated requirements, based on the experience at PSI with OPSIM's development and of its partners in related projects. Compatibility at the conceptual and computational levels is a key issue, in view of the potential for integrating of OPSIM's operator model component within other models for analyzing the human-machine system response.
