In its 2020 radiofrequency guidelines, ICNIRP revised the exposure limits for the mmWave range, adding local incident power density reference levels (spatially averaged over 4 cm2 at 2 GHz and above and additionally 1 cm2 at and above 30 GHz, time-averaged over 6 minutes), also referred to as peak spatial average incident power density (psIPD). Additionally, new brief exposure restrictions on the cumulative incident energy density over intervals shorter than 6 minutes were introduced. The Swiss Federal Office for the Environment (FOEN) plans to incorporate these limits, or a subset of these limits, extending the Ordinance on Protection against Non-Ionising Radiation (ONIR) above 6 GHz, with a revision planned for 2027. This study assesses, for realistic future fixed millimeter-wave transmitting installations within the scope of the ONIR (general public, fixed communication system), under which conditions the ICNIRP limits become relevant and which of the limiting quantities are decisive. If FOEN plans to introduce precautionary limits, i.e., by reducing ICNIRP limits by a factor x, the results of this report can be applied by considering the factor x.
