The evaluation finds that SECO’s SASAI programme has effectively strengthened African Supreme Audit Institutions (SAIs) by supporting AFROSAI-E with targeted capacity-building activities, including regional trainings, technical materials, and remote assistance. AFROSAI-E’s support is viewed as highly relevant and well aligned with the needs of English-speaking SAIs, which reported positive experiences and steady institutional progress. Evidence suggests that the programme enhanced SAIs’ ability to conduct impactful audits—such as enabling Ghana’s SAI to address environmental issues in the extractive sector—although improvements in professional qualification levels among auditors remain uneven. The evaluation highlights AFROSAI-E’s strong community-based approach, which fosters long-term collaboration and fills a critical gap not addressed by global audit-support initiatives. Overall, SECO’s contribution has helped professionalize public sector auditing in the region, though sustained impact will depend on continued institutional support and further strengthening of audit capacities.
