The evaluation finds that CSP 2 made a significant contribution to strengthening metropolitan governance, particularly through improved intergovernmental collaboration, high-quality technical support, and its strong convening role across stakeholders. While the programme largely delivered on its planned outputs and supported important fiscal and planning reforms, the translation of these outputs into sustained institutional capacity improvements at metro level remained uneven. The assessment also highlights that the design of CSP 3 reflects key lessons learned from CSP 2, particularly the need for a stronger focus on outcomes, enhanced institutionalisation of reforms, and greater adaptability to the complex and unstable local government environment. Overall, the findings underline both the relevance of the CSP approach and the importance of sharpening its results orientation to achieve more sustainable long-term impacts.
