The end-of-project evaluation finds that the Municipal Infrastructure Programme (MIP) III/IV made a substantial contribution to improving water supply and sanitation services in the six participating municipalities in Albania. Relevance is rated satisfactory, as the programme addressed acute infrastructure deficits, aligned well with national water sector policies, and supported progress towards SDGs 6 and 11, although communication gaps during project preparation led to mismatched expectations in some locations. Effectiveness is also rated satisfactory, with most infrastructure targets achieved, including expanded supply hours, improved metering, and reduced illegal connections, benefiting an estimated 310,000 people. However, results were uneven across municipalities, with service reliability and institutional uptake weaker in more complex contexts such as Kamza. Institutional strengthening delivered positive outcomes in some utilities, but the use of advanced management systems and the value for money of advisory support varied significantly. Overall, the evaluation concludes that while the programme delivered tangible service improvements and governance gains, its long-term impact was constrained by uneven reform adoption and limited institutional anchoring.
