The internal review finds that HIPCA provides clear strategic additionality by offering donors a flexible, climate-focused partnership model that combines the strengths of bilateral and multilateral cooperation. Its business model is broadly effective and able to accommodate diverse donor priorities, though its hybrid structure creates complexity that requires careful management to preserve partnership efficiencies. HIPCA allocates funds efficiently, has built a strong portfolio of 62 active projects across 19 countries, and demonstrates substantial expected climate and environmental impact, while reporting systems meet donor requirements but could better capture cross-cutting themes such as gender and nature. Governance and operational frameworks are generally adequate, though updates are needed to address gaps related to decision-making, governance of non-programming issues, and the management of project changes. Gender integration is solid but uneven, with room to strengthen reporting and create a shared ambition across donors. Overall, HIPCA is performing effectively but would benefit from refining its strategic direction, simplifying processes, strengthening its results framework, and enhancing coordination to fully realize its high-impact potential.
