The mid-term evaluation finds that the CIT Fund is largely relevant and well aligned with IDB institutional strategies and donor priorities, particularly in advancing sustainable, inclusive, and climate-resilient urban development. A key finding is that the Fund’s technical cooperation projects respond well to beneficiary needs and are closely aligned with local urban strategies, often through innovative methodologies, tools, and multisectoral approaches. The evaluation shows that CIT-funded projects effectively promote integrated urban transformation, combining climate action, social inclusion, mobility, and institutional capacity building. The Fund adds clear value by mainstreaming cross-cutting issues such as gender equality and climate change, while strengthening policy dialogue and local government capabilities. However, the evaluation also finds that growing expectations around innovation, private-sector engagement, and bankable project preparation require clearer prioritization and strategic focus. Overall, the findings indicate that the CIT Fund delivers meaningful results, while its future impact will depend on sharpening thematic focus and managing diverse donor priorities more strategically.
