Efficiency is rated low, as project management absorbed disproportionate resources and delays—linked to VAT issues, lengthy approvals, and risk-averse administration—pushed several activities beyond the planned timeline. Sustainability is considered moderate: certain practices, such as energy management and GIS use, are increasingly integrated into operations, but continuity in other components remains uncertain. The evaluation highlights the need for more structured processes, faster contracting, clearer administrative pathways, and stronger frameworks for institutionalizing project results. Looking ahead, it outlines options for a potential PDUI Phase III, ranging from transferring successful components to a new municipality to consolidating work in Grand Sousse or establishing an on-demand support mechanism for multiple municipalities.
