The assessment of the Khujand Water Project finds that its design was well aligned with national priorities and effectively addressed key sector challenges, including aging infrastructure, water losses, and weak operational performance. The project contributed to improved service delivery through infrastructure rehabilitation and capacity-building support, strengthening the utility’s operational and financial management. While progress toward full commercialisation and cost recovery remained limited, important reforms—such as tariff adjustments and enhanced customer engagement—were initiated. The evaluation also highlights the project’s flexibility in adapting to implementation challenges, which supported its continued relevance and effectiveness. Overall, the project achieved tangible improvements in service quality and utility performance, although challenges related to financial sustainability and sector governance persist.
