The SEMP evaluation finds that the project is generally relevant and effective in supporting Albanian municipalities to establish energy management structures and improve local energy efficiency. Relevance is strong at the municipal level, where new Energy and Climate Units, staff training, and LED streetlight upgrades were well-received, but weaker at the national level due to delays in Albania’s evolving legal framework. Effectiveness is rated satisfactory, with most targets met, although national-level indicators on legal endorsement and agency involvement were not achieved. Efficiency is rated highly satisfactory, as the project made good use of resources and delivered substantial results, though a training-of-trainers approach could have enhanced long-term capacity building. Sustainability is the weakest area, since capacities were not anchored in permanent institutions and national legislation remains incomplete, limiting the long-term uptake of project outcomes. Overall, the evaluation concludes that the project introduced an important and promising municipal energy management approach, and recommends planning a second phase to consolidate the progress and anchor energy efficiency more firmly in Albania’s institutions.
