The evaluation assesses the impact of the SECO-funded Secured Transactions and Collateral Registries (STCR) activities on MSMEs and other key stakeholders in Colombia. It examines whether observed changes at the financial institution and MSME levels can be attributed to the secured transactions reform, originally intended to be assessed through counterfactual causal inference. The evaluation finds that attribution was constrained by data and design limitations, including the absence of an effective comparison group due to incomplete implementation of planned training and awareness-raising activities. A major evaluation finding concerns data quality issues related to the Value of Financing Facilitated (VFF) indicator, which limited the reliability of reported results. As a result, the evaluation applied an alternative methodology to estimate a more accurate value for this indicator and provides concrete recommendations to improve future data collection. Overall, the evaluation highlights both the strengths and limitations of the intervention and distils lessons learned for future secured-lending reforms and impact measurement.
