The evaluation finds that SIFI demonstrates strong internal coherence, with its three-window structure aligning well with existing Swiss development finance instruments and offering a clearly recognized value proposition externally. Stakeholders highlight that SIFI’s transparent Calls for Proposals and its public–private partnership model provide important differentiation, though greater alignment across CFP frameworks would improve clarity and usability. In terms of effectiveness, early progress is evident across funded innovations and blended-finance solutions, but the evaluation notes that SIFI is still in an early stage of implementation, limiting measurable outcomes. Efficiency findings show that SIFI’s management processes are generally sound, but administrative requirements and coordination efforts could be streamlined to improve operational agility. The mixed-methods analysis also reveals that grantees value SIFI’s catalytic funding role but face challenges related to timelines and expectations. Overall, the evaluation concludes that SIFI is on a promising trajectory but requires targeted refinements to strengthen coherence, enhance effectiveness, and improve operational efficiency.
