The evaluation assesses the first phase of the Outcomes Accelerator to inform decisions about a potential second phase. It finds that the Accelerator successfully built a pipeline of outcomes-based financing (OBF) projects across 15 countries, supported market development through strategic partnerships, and strengthened ecosystem knowledge via databases, publications, and events. Stakeholder feedback indicates that the Accelerator addressed relevant market needs and contributed meaningfully to shaping the emerging OBF field. However, because the initiative is still in its early stages, the evaluation emphasizes that long-term outcomes cannot yet be fully measured. The review therefore focuses on early effectiveness, perceived value among market actors, and lessons for improving relevance, coherence, and operational processes. These insights will guide potential design adjustments for an expanded “Accelerator 2.0” phase.
