The mid-term evaluation provides an evidence-based assessment of SLPI’s performance, analysing the relevance, outputs, and early outcomes of both program components against the Theory of Change. It delivers a detailed review of how effectively the four landscape consortiums are implementing the Sustainable Landscapes Approach and how well UNDP’s support component strengthens coordination, learning, and national-level linkages. The evaluation identifies where SECO’s funding generates the strongest added value - particularly in multi-stakeholder governance, capacity building, and alignment with national sustainability platforms. It highlights uneven progress across landscapes, pointing to differences in local capacity and institutional readiness that influence programme effectiveness. The evaluation also outlines key risks and operational gaps, offering actionable recommendations to improve strategic focus, harmonize landscape approaches, and enhance cross-program learning. Overall, the product provides clear guidance for adjustments in the remaining implementation period and informs planning for potential next steps beyond 2025.
