The Small Projects Credit provides an efficient tool to fund small scale and timely limited oneoff
results-oriented actions contributing to the strategic strengthening, further development and
efficient steering of the Mozambique Swiss Cooperation Programme portfolio. This flexible
funding mechanism allows to foster diversity in cultural expressions and to support small scale
development and emergency activities in line with the Swiss Cooperation Programme.
Context:
The situation in Mozambique has recently deteriorated,
further increasing the fragility and
volatility of the country. Two severe cyclones in
2019, as well as the armed conflict in Cabo
Delgado since 2017, resulting in large number
of IDP’s (>500’000) and the risk of spill-over to
other provinces, account for important challenges.
The effects of the Covid-19 pandemic
since early 2020 further compound the vulnerabilities.
In this context, the Small Projects
Credit will offer strategic support to the implementation
of the new Cooperation Programme
2022-2025. The SCO will therefore focus the
use of the Credit on research, testing of (local)
partners and approaches, triple nexus activities,
Covid-19 response, as well as creating
spaces for dialogue and exchange. Another
area will be creating visibility for Swiss policy
priorities (e.g. Human Rights).
Overall goal
To strengthen the relevance, coherence, visibility
and impact of the Swiss programming
in Mozambique through the availability of an
efficient, simple, and effective applicable
funding instrument.
Key results and insights from previous
phases
The previous Small Action credit (7F-
01349.11) has been used to finance 20 small
projects, 16 of them with Mozambican institutions.
? 4 projects supported the successful negotiation
of the Maputo Peace Accord, by advising
the former Head of Mission who brokered
the accord.
? 6 projects improved the advocacy, information
and awareness building in the areas
of health promotion/HIV, gender equality,
youth employment and increasing market
access of small entrepreneurs.
? 1 initiatives supported 30’000 people affected
by cyclone Idai and 1 support went
towards analysing the key parameters for
an improved response to another natural
disaster.
Outcomes (objectives) of the planned
phase
? Fostering diversity in artistic and cultural
expressions according to SDC cultural
policy, including the support of cultural
creativity, systemic change in favour of an
independent artistic sector and inclusive
access to cultural activities and events.
? Rapid contributions to small-scale development
or humanitarian initiatives which
contribute to the overall mandate/objective
of the Swiss International Cooperation.
? Support innovative approaches with a potential
for scaling up, creating spaces for
discussion and coordination and advocacy
and by supporting research/analysis
and policy formulation.
? Enhanced visibility of the Swiss presence
in Mozambique

? The support to the local Ethanol production
also created employment opportunities,
while the contribution towards the Foundation
for the Monitoring of the Budget increases
the accountability for the use of the
international support to the Covid-19 response.
? Switzerland enabled the discussion between
IOM and the government on displacement
in the North.
Key outputs of the phase
A limited number of small scale project of local,
international, government intuitions, as
well as the embassy are supported in the
area of:
? humanitarian and development activities
? research, analytical work, strengthening
coordination and advocacy, and/or policy
formulation initiatives, as well as to create
spaces for discussion.
? institutional capacity strengthening initiatives
of local government and civil society
organisation.
? deepening the Embassy work on transversal
themes such as gender, governance, climate
change, CSPM, as well as awareness
raising on important issues.
Target group
The target group is diverse and will depend
on the projects being financed under the different
partial actions. It may include local cultural
organisations, academic and research
institutes, people in emergency needs, gender
advocacy organisations etc. The ultimate
beneficiaries of the supported initiatives are
the disadvantaged strata of the population of
Mozambique such as children, youth,
women, and vulnerable groups benefiting
from the overall directions defined in the Cooperation
Strategy Mozambique 2017-21 and
the CoopProg 2022-25.
Contract partner/s
Various local and international non-governmental
organizations, cultural institutions and
local administrative bodies. Partnerships with

Coordination and synergies with other
projects and actors
Actions under the Small Projects Credit
have a justification of their own and do not
always need to be in synergy with SDC’s
larger projects. However, they need to be in
line with the mandate of the Cooperation
Programme Mozambique. For all supported
initiatives, incl. the cultural initiatives, they
need to be in line with the respective SDC
thematic policies and guidelines (e.g. SDC
cultural policy, gender policy etc.).
