The Swiss Alliance for Global Research Partnerships (GRP-Alliance), former KFPE

The Swiss Alliance for Global Research Partnerships (GRP-Alliance) is the only network in Switzerland that strengthens equitable and effective research collaborations between Swiss researchers and researchers in low- and middle-income countries. It contributes to the achievement of the SDGs around the world by promoting Swiss academic excellence for international cooperation and strategically supporting evidencebased policy making.

Contexte

Academic research often addresses very specific issues andmay lack a thorough needs assessment, limiting its potential fortangible societal impact. Isolated or one-sided approaches caneven undermine development outcomes. Moreover, development policies and strategies require a solid evidencebase to effectively inform the science - policy interface and toprevent unintended negative spillover effects.

The GRP-Alliance is the only network of academic institutions inSwitzerland and universities in low- and middle-incomecountries (LMICs) that addresses such challenges throughglobal research approaches. It aligns with the Swiss ForeignPolicy Strategy (i.e. its objective on science diplomacy), theobjectives of the current IC Strategy and the ERI Policy, andoffers a platform for innovative approaches to emerge, and thescaling of such initiatives. By promoting the creation of scientificevidence that is applicable in international cooperation it alsoserves the implementation of SDCs research concept 2025-28and its TRANSFORM program and fosters significantdevelopment impact through research.

SDC promotes a threefold approach to research fordevelopment: (a) operational programs and projects, (b) policydialogue related to research in development and (c) communitybuilding. The GRP-Alliance mainly aligns with the latter. As suchit promotes Swiss academic excellence while supporting locallyled development.

A platform as offered by the GRP-Alliance is more importantthan ever before, as the pressure on international cooperationand education, research and innovation budgets is steadilyincreasing and consequently research for development(“Ressortforschung”) is under high pressure. While the fundingbase of the GRP-Alliance is being diversified during the currentcontract period, SDC is – over the medium term – planning foran exit strategy.

Objectifs Fully aligned with the mandate of the SwissAcademies of Sciences - a researchfundings institution for networking anddialogue - the GRP-Alliance fostersscientific evidence for internationalcooperation. It nurtures more, strategicand visible Swiss research being carriedout in collaboration with researchers fromLMICs based on the principle of equity withthe objective to jointly identify, develop, and test innovative, effective and scalablesolutions with the potential to contribute tothe implementation of the SDG’s.
Groupes cibles

- Swiss researchers and researchersfrom LMICs

- Political stakeholders from around theworld

- Development practitioners like civilsociety representatives and partnersfrom the private sector

Effets à moyen terme

The GRP-Alliance creates an environmentthat generates scientific evidence for internationalcooperation and strengthensSwiss research by fostering equitable collaborationswith researchers from LMICs.

Strengthened by its close link with theSwiss Academy of Sciences, the GRP-Allianceaims to raise awareness (sensitize)at the interface between science and societyabout sustainable development issues,to connect sustainable science with politicsand diplomacy, and strengthen therole of international cooperation for greaterpolicy coherence for sustainable development.

Gender and governance are integratedacross its activities.

Résultats

Principaux résultats attendus:

- The standards for equitable research collaborations are revisedand new benchmarks for fair, impactful and inclusiveresearch partnerships are set.

- Transformative global research initiatives support pioneeringpartnership projects like for example exploring the ethicaland societal implications of AI.

- Science is positioned as a driver of global dialogue byshaping international policy discourse that fosters researchand knowledge exchange as trust building tools.

- Enlarging a vibrant global research ecosystem that buildson the GRP-Alliances’ well-established network and nurturesstrategic connections among Swiss and global researchfunders, academic institutions, practitioners, andpolicymakers.

Principaux résultats antérieurs:

- By organizing conferences, dialogues and bilateral exchanges, the GRP-Alliance contributed to avoid overlapsand to streamline the discussions in the field of researchfor development. This enhances the quality, relevance, andglobal scope of research efforts.

- The promotion of transdisciplinary dialogue among diversestakeholders - academia, government, civil society, andbusiness - in events has promoted inclusive knowledgeexchange and mutual understanding. This enables morecontext-sensitive, impactful, and actionable research outcomes.

- The GRP-Alliance is the exclusive actor in Switzerland thatpromotes Swiss academic excellence in collaboration withactors from LMICs, based on principles of fair and effectiveinternational research collaboration. Through thematicworkshops and backed by the KFPE Guide it hassupported evidence creation, capacity strengthening andimpact-oriented project implementation between Swiss institutionsand partners in LMICs, and it contributed to evidence-based policy discussions.
