Zweck der Evaluation und des Projekts
Um die Wirkungsmessung zu stärken, beauftragte die DEZA eine externe Expertengruppe mit der Durchführung einer Reihe von Ex-post-Evaluationen, deren Schwerpunkt auf den längerfristigen Auswirkungen und der Nachhaltigkeit lag. Die für die Evaluation ausgewählten Projekte wurden mittels Zufallsstichprobe aus bilateralen Projekten ausgewählt, die drei bis sechs Jahre zuvor abgeschlossen worden waren.
Das Evaluationsteam hat kürzlich eine Ex-post-Evaluation des Projekts „Water for Livelihoods“ (W4L) in der Provinz Khyber Pakhtunkhwa in Pakistan abgeschlossen. Das von HELVETAS zwischen 2011 und 2020 umgesetzte W4L-Projekt hatte zum Ziel, neue Wege zur Verbesserung der Wasserversorgung auf lokaler Ebene aufzuzeigen – durch Massnahmen zum Aufbau kleinerer Infrastrukturen und zur Stärkung der Wasserbewirtschaftung. Ergebnisse der Evaluation
Die Evaluierung bestätigte, dass W4L alle seine wichtigsten Ziele erreicht hat, und kam zu folgenden Schlussfolgerungen: (1) Es handelte sich um eine sehr wirksame und wirkungsvolle Massnahme auf lokaler Ebene; (2) es wurden vorbildliche Vorkehrungen getroffen, um die Nachhaltigkeit der Auswirkungen auf lokaler Ebene zu gewährleisten; und (3) das Projekt lieferte zahlreiche wertvolle Erkenntnisse, Beispiele und Lehren für die Förderung des integrierten Wasserressourcenmanagements (IWRM) auf allen Ebenen und in allen Massstäben der Regierungsführung. Purpose of the evaluation and the project
To strengthen effectiveness measurement, SDC commissioned an external expert group to conduct a series of ex-post evaluations focusing on longer-term impacts and sustainability. The projects selected for evaluation are drawn through random sampling from bilateral projects that were completed three to six years earlier.
The evaluation team recently completed an ex-post evaluation of the Water for Livelihoods (W4L) project in Khyber Pakhtunkhwa Province, Pakistan. Implemented by HELVETAS between 2011 and 2020, W4L sought to demonstrate new ways to improve water systems at local level through interventions to instal small-scale infrastructure and enhance water governance. By doing so, it aimed to inform and help shape higher-level policy and capacity in the water sector.
Conclusions of the evaluation
In confirming that W4L achieved all its key objectives, the evaluation concluded: (1) that it was a very effective and impactful intervention at local level; (2) that it made exemplary arrangements for sustainability of its impacts at local level; and (3) that it offered many insights, examples and lessons of value to promoting IWRM at all levels and scales of governance. It also concluded: (4) that it would be appropriate to use W4L as a learning resource for adapting to the effects of global heating and climate change; and (5) that W4L's loss of momentum after closure highlighted the need to anticipate and mitigate such effects through post-project arrangements with governmental and non-governmental institutions.

Afin de renforcer la mesure de l’efficacité, la DDC a chargé un groupe d’experts externes de mener une série d’évaluations ex post axées sur les impacts à long terme et la durabilité. Les projets sélectionnés pour l’évaluation ont été choisis par échantillonnage aléatoire parmi les projets bilatéraux achevés trois à six ans auparavant.
L’équipe d’évaluation a récemment achevé une évaluation ex post du projet « Water for Livelihoods » (W4L) dans la province de Khyber Pakhtunkhwa, au Pakistan. Mis en œuvre par HELVETAS entre 2011 et 2020, le projet W4L visait à démontrer de nouvelles façons d’améliorer les systèmes d’approvisionnement en eau au niveau local grâce à des interventions visant à installer des infrastructures à petite échelle et à renforcer la gouvernance de l’eau. Ce faisant, il avait pour objectif d’éclairer et de contribuer à l’élaboration de politiques et au renforcement des capacités à un niveau supérieur dans le secteur de l’eau.
