The objective of the mid-term review is to provide insights into the programme's effectiveness, efficiency, relevance, coherence, impact and sustainability in the frame of set targets, guided by the OECDIDAC Criteria. The evaluation served several purposes: 1) learning (what works, what does not and why), 2) steering (inform and guide development of the Increasing Market Employability project, in particular its Exit phase that started in September 2024; and 3) accountability to stakeholders and funders.
