The study is a mid-term impact assessment, being conducted in 2023 and finalized in January 2024. It refers to FACE Program (Fostering Active Civic Engagement) of the Swiss Representation in Moldova (SR-M), implemented initially from 2019 to 2022 and continuing into its second phase from 2023 to 2026. The aim of the study was to obtain data on the level of mastering of democratic culture competencies among the beneficiaries of the FACE program: adolescents (pupils in the 9th and 11th grades) and young people from communities not enrolled in secondary education (aged 15-24 ). Additionally, the study aimed to assess the evolution of mastering the competences from the year 2020 to 2023. The longitudinal study methodology, developed at the beginning of the project (2018) and applied for the baseline assessment in 2019, could be no longer fully applied, because of major changes in the context (esp. the pandemic and the tripling of yearly numbers of children’s outmigration). From the qualitative point of view, the assessment identified clear positive progress of the new civic education curricula (developed and implemented with Swiss support), however from the quantitative point of view, the conclusions were mixed. The assessment produced general recommendations for stakeholders, but not concrete ones for the program and for the SR-M. Therefore, there was no Management Response and no measures tracking system. The findings and the recommendations have been presented to the Program Steering Committee and shared with relevant stakeholders via various meetings and workshops.
