The SURGE Umbrella Program, launched in 2020, consolidates donor funding for urban and regional development. It supports global knowledge creation, capacity building in nine countries, and country programs in Peru, Bolivia, Serbia, and South Africa. A 2023 World Bank Mid-Term Evaluation assessed its progress, impacts, and lessons learned. Knowledge creation, capacity building, and technical deep-dives, along with country-level programs in Peru, Bolivia, and Serbia. The evaluation assessed policy support, urban resilience initiatives, and the program’s contribution to green, inclusive economic development.
