The EBRD-SECO SEMED ITCP (2017) promoted an inclusive economy in Egypt, Tunisia, Jordan, and Morocco through skills development and policy dialogue. Despite challenges, it met most targets, supported key SDGs, and strengthened private-public collaboration. Sustainability depends on client commitment and policy integration. The evaluation examined skills development initiatives, private sector-led training, policy dialogue on labor market reforms, the creation of sector skills councils, and partnerships with educational institutions. It also assessed gender and social inclusion efforts, employment impact, and programme sustainability.
