WP3 untersucht, wie verschiedene Störungen des Energiesystems negative Auswirkungen auf die Schweizer Wirtschaft, Gesellschaft und andere kritische Infrastrukturen haben können. Dabei stellt WP3 eine Verbindung zwischen WP2, WP4 und WP5 her. Die Ziele des WP3 sind (i) die Entwicklung von Methoden zur Analyse der Auswirkungen von Störungen im Energiesystem auf die Schweizer Kommunikations- und Transportinfrastrukturen, die Verfügbarkeit von lebenswichtigen Ressourcen, die Bevölkerung in der Schweiz und die Schweizer Wirtschaft, (ii) die Anwendung dieser Methoden zur Durchführung von Auswirkungsanalysen und (iii) die Analyse von indirekten Auswirkungen, d.h. Auswirkungen von Störungen zwischen den genannten Systemen (Wirtschaft, Gesellschaft, andere Infrastrukturen und lebenswichtige Ressourcen) aufgrund von Störungen im Energiesystem. WP3 liefert wertvolle wissenschaftliche Erkenntnisse zum Stand der Technik, insbesondere über die Art und Weise, wie Schweizer Unternehmen von Störungen des Energiesystems betroffen sind und wie die Menschen in der Schweiz (Öffentlichkeit und Behörden) solche Störungen wahrnehmen und darauf reagieren werden. Darüber hinaus ermöglicht WP3 eine umfassende Untersuchung der Auswirkungen von Stromunterbrechungen auf den Schweizer Verkehrs- und Telekommunikationssektor. Das Arbeitspaket ist auch insofern innovativ, als es die bestehenden Katastrophenschutzpläne und Auswirkungsszenarien der öffentlichen Behörden ergänzt und verbessert. Die Ergebnisse werden genutzt, um kritische Punkte und Schwachstellen zu identifizieren und zu bewerten (WP4), um nicht-technische Massnahmen zur Verbesserung der Widerstandsfähigkeit vorzuschlagen (WP5) und um politische Empfehlungen in WP6 zu formulieren.

WP3 investigates how a diverse set of energy system disturbances can have a negative impact on the Swiss economy, society and other critical infrastructures. Thereby, WP3 creates a link between WP2, WP4 and WP5. The goals of WP3 are (i) to develop methods to analyze the impacts of disturbances in the energy system on the Swiss communication and transportation infrastructures, the availability of vital resources, the population in Switzerland and the Swiss economy, (ii) to use these methods to perform impact analyses, and (iii) to analyze indirect impacts, i.e. impacts of disturbances between the mentioned systems (economy, society, other infrastructures and vital resources) due to energy system disturbances. WP3 adds valuable scientific knowledge to the state-of-the-art, especially on the way that Swiss companies are to be affected by energy disruptions and on the way that people in Switzerland (general public and authorities) will perceive and react to such disruptions. In addition, WP3 allows to extensively examine the effects of power interruptions on the Swiss transportation and telecommunications. The WP is also innovative in that it augments and enhances existing disaster preparedness plans and impact scenarios by public authorities. The outcomes will be used to identify and assess criticalities and vulnerabilities (WP4), to propose non-technical resilience enhancement measures (WP5) and to inform policy recommendations in WP6.

Le WP3 étudie comment un ensemble de perturbations du système énergétique peut avoir un impact négatif sur l'économie suisse, la société et d'autres infrastructures critiques. Ainsi, le WP3 crée un lien entre les WP2, WP4 et WP5. Les objectifs du WP3 sont (i) de développer des méthodes pour analyser les impacts des perturbations du système énergétique sur les infrastructures suisses de communication et de transport, la disponibilité des ressources vitales, la population en Suisse et l'économie suisse, (ii) d'utiliser ces méthodes pour effectuer des analyses d'impact, et (iii) d'analyser les impacts indirects, c'est-à-dire les impacts des perturbations entre les systèmes mentionnés (économie, société, autres infrastructures et ressources vitales) en raison des perturbations du système énergétique. Le WP3 ajoute des connaissances scientifiques précieuses à l'état de l'art, en particulier sur la façon dont les entreprises suisses seront affectées par les perturbations énergétiques et sur la façon dont les habitants de la Suisse (grand public et autorités) percevront et réagiront à ces perturbations. En outre, le WP3 permet d'examiner en profondeur les effets des interruptions de courant sur les transports et les télécommunications en Suisse. Le WP est également innovant dans la mesure où il complète et améliore les plans de préparation aux catastrophes et les scénarios d'impact existants des autorités publiques. Les résultats seront utilisés pour identifier et évaluer les criticités et les vulnérabilités (WP4), pour proposer des mesures non techniques d'amélioration de la résilience (WP5) et pour informer les recommandations politiques dans le WP6.

Il WP3 studia come una serie di disturbi del sistema energetico possa avere un impatto negativo sull'economia svizzera, sulla società e su altre infrastrutture critiche. Il WP3 crea quindi un collegamento tra i WP2, WP4 e WP5. Gli obiettivi del WP3 sono: (i) sviluppare metodi per analizzare gli impatti delle perturbazioni del sistema energetico sulle infrastrutture di comunicazione e di trasporto svizzere, sulla disponibilità di risorse vitali, sulla popolazione svizzera e sull'economia svizzera; (ii) utilizzare questi metodi per eseguire analisi d'impatto; (iii) analizzare gli impatti indiretti, ossia gli impatti delle perturbazioni tra i sistemi citati (economia, società, altre infrastrutture e risorse vitali) dovute alle perturbazioni del sistema energetico. Il WP3 aggiunge preziose conoscenze scientifiche allo stato dell'arte, in particolare sul modo in cui le aziende svizzere saranno colpite dalle perturbazioni energetiche e sul modo in cui le persone in Svizzera (pubblico e autorità) percepiranno e reagiranno a tali perturbazioni. Inoltre, il WP3 consente di esaminare in modo approfondito gli effetti delle interruzioni di corrente sui trasporti e sulle telecomunicazioni in Svizzera. Il WP è anche innovativo in quanto aumenta e migliora gli attuali piani di preparazione alle catastrofi e gli scenari di impatto delle autorità pubbliche.
