The evaluation intended to be both summative and formative in nature by informing on past performance/usefulness/appropriateness of the backstopping support provided by the backstopping team under the lead of Skat Consulting Ltd. It was meant to provide insights on how to possibly improve future performance, usefulness, and appropriateness of the backstopping support by analysing internal and external factors – including SDC itself – that contributed to or that hindered the achievement of the defined objectives and outcomes. The evaluation operated under two perspectives: 1) assessing the performance of the backstopping since 1 October 2020 according to the OECD/DAC evaluation criteria allowing to draw relevant lessons and conclusions; this part of the review was retrospective (summative component); and 2) exploring new backstopping modalities and opportunities to enhance the relevance and usefulness of the RésEAU by adding value to SDC’s and partners’ development efforts considering the ever-evolving contexts; this part was prospective by probing the future and its promises including the new fit-for-purpose set-up at SDC within the Cluster Green (formative component).
