The reason for the evaluation is to draw a picture of 12 years of SDC intervention in the urbanisation and construction materials sector in Rwanda, with an emphasis on the last phase, in light of informing a new intervention in the sector. The objectives of this evaluation are threefold: • Provide insights into the project’s effectiveness (results achieved), impact (higher-level effects) as well as sustainability (persistence of these results in time); • Analyse the transition process after the reorganisation in September 2023, in particular the coherence of the new logical framework and exit strategy, and provide immediate recommendations for adjustments; • Formulate recommendations useful for the preparation of the next project.
