The evaluation addresses the key question: to what extent and how is IGGE contributing to market system changes conducive to an inclusive green economy focusing on MSMEs and women and youth employment? This question provides the flexibility to address three evaluation objectives: the assessment of the project contributions to system change, the assessment of the project performance (including the accomplishment of project targets), and the identification of lessons and recommendations for a second phase and future projects.
