This external review assessed the implementation of the Culture for Democracy (CfD) project with a forward-looking focus on relevance, effectiveness, efficiency, and sustainability, to inform the next phase(s) of the project. The review found the project critically relevant in supporting Serbia’s independent arts and cultural scene, which faces an increasingly restrictive environment and political pressure. The review team recommends continuing to strengthen independent arts and cultural organizations, with a greater focus on dissemination to further increase the impact of supported projects. It also advises maintaining efficient and transparent project management, encouraging more regional collaboration, increasing investment in local, smaller, and new organizations, supporting advocacy efforts and engagement with authorities, and investing in programming that can enhance the sustainability and long-term impact of the project results.
