Contribution to Forum of Federations (FoF)

The Forum of Federations brings experts in federalized and decentralized governance together with civil servants, politicians and civil society to support practical solutions to governance challenges in established and emerging federal countries. The Forum promotes inclusive democracy and conflict resolution through power sharing and decentralized governance arrangements. As a founding member, Switzerland contributes with its unique expertise and experience in federal State.

Contexte

Many developing countries embarked in decentralisation reforms for improving service delivery, good governance and accountability to the people. The multiple crises (COVID pandemic, climate crisis, global economic downturn, the Russian aggression against Ukraine) combined with the global democratic decline pose a challenge to the functioning of decentralized governance systems and threaten achievements of the last decades. Autocratisation often comes with (re-)centralization, weakened vertical and horizontal accountability and cooperation and increased conflicts in decentralized governance systems, leading to weaker service delivery for the people. Strengthening democratic principles and decentralised governance by promoting power sharing arrangements, conflict resolution, and devolving executive power, bringing it closer to local actors for stronger accountability and better services, is thus a strategic response and crucial for the consolidation of democracy, peace, and stability.

The Forum of Federation founded by Canada and Switzerland in 1999 currently consists of 10 partner countries, established and emerging federal states. The work of the Forum includes comparative policy research and development assistance programs in various established and emerging federal countries and nation states in post-conflict situations adopting federal/multilevel governance. It is unique as it combines the focus on federalism and decentralization with democratic and inclusive governance. Switzerland has demonstrated strong political commitment to the Forum since its inception and contributes with its unique expertise in federal State to the Forum’s work.

Objectifs Support democratic and inclusive political processes, including pluralism and gender equality in established and emerging federal/multilevel governance.
Groupes cibles Civil servants and government decisionmakers, politicians and legislative bodies, civil society leaders, as well as experts, academic institutions, and other change agents, who participate in dialogue and reform processes in federal and decentralized countries, including emerging federal states and postconflict countries.
Effets à moyen terme Strengthened democratic, inclusive, and gender-responsive governance in established and emerging federal/multilevel governance.
Résultats

Principaux résultats attendus:

  • A broad network of federal governance experts is developed, and their access to updated and new knowledge on the practice of federal and multilevel governance is improved.
  • The capacity of agents of change, both governmental and non-governmental, to contribute to practical solutions to federal and decentralized governance challenges in their respective countries is strengthened.
  • Agents of change are better informed on federal and multilevel governance options (dialogue and consensus building) and implement inclusive and gender-responsive reform processes that benefit the population.

 


Principaux résultats antérieurs:

During the last phase the Forum achieved:

  • Comparative policy research contributing to increased understanding of the nexus between state fragility and federalism and the advantages of gender equality in a federal system.
  • Support to national, provincial and local government reform processes such asaccompaniment of the governments of Nepal to draft a new constitution and implement a decentralized governance system or technical advice to provincial and local government officials in Pakistan to improve service delivery.
  • Increased gender balance, surpassing the target of 50% female participation throughout the Forum’s policy and development assistance programs.
  • Developed a Result Based Management (RBA) system and adopted the Strategic Plan 2023-28.
