Kurzbeschreibung (Deutsch)

SWEET (SWiss Energy research for the Energy Transition) ist ein Förderprogramm des BFE, welches im September 2020 von der Bundesversammlung bewilligt wurde und für die Zielerreichung der Energiestrategie 2050 (ES 2050) und der langfristigen Klimastrategie  (LKS) wesentliche Fragestellungen ganzheitlich ergründet. Das Programm ist mit insgesamt 148,3 Millionen Franken dotiert und läuft von 2021 bis 2032. Mit dem SWEET-Programm werden inter-/transdisziplinäre Konsortien gefördert, die in der Regel während jeweils sechs bis acht Jahren in kompetitiven Ausschreibungen definierte Fragestellungen bearbeiten. Die Konsortien setzen sich je nach zu bearbeitender Fragestellung aus verschiedenen Hochschulen, Forschungsinstituten, der Privatwirtschaft und der öffentlichen Hand zusammen. Bei SWEET handelt es sich um ein für die Energieforschung neuartiges Förderinstrument. Im Rahmen einer öffentlichen Ausschreibung wurde ein Leistungserbringer für die Evaluation des Programms SWEET gesucht. Die Evaluation umfasst eine Programmanalyse (d.h. eine Analyse des Programmkonzepts, der Programmprozesse und der Programmvorgaben) sowie eine Wirkungsanalyse. Das Ziel der Evaluation ist, Erkenntnisse zu gewinnen, mit denen das Programm optimiert werden kann. Darunter werden Anpassungen des Konzepts, der Prozesse und der Vorgaben verstanden, um das Programm effektiver zu machen (seine Wirkung zu steigern) und es effizienter zu machen (bei gleicher Wirkung den administrativen Aufwand für alle involvierten Gremien zu reduzieren). Auf Grundlage dieser Ausschreibung sowie der dazugehörigen Unterlagen vom 01.09.2023 auf der Publikationsplattform www.simap.ch hat die Firma Interface Politikstudien Forschung Beratung AG gemeinsam mit KMU Forschung Austria ein Angebot zu den von der Auftraggeberin nachgefragten Leistungen eingereicht. Der Bietergemeinschaft wurde auf www.simap.ch am 03.01.2024 der Zuschlag für die Erbringung der Leistungen gem. Ziff. 5 dieses Vertrags erteilt.

SWEET (SWiss Energy research for the Energy Transition) is a funding program of the SFOE that was approved by the Federal Assembly in September 2020 and comprehensively investigates key issues for achieving the objectives of the Energy Strategy 2050 (ES 2050) and the Long-Term Climate Strategy (LKS). The program has a total budget of CHF 148.3 million and will run from 2021 to 2032. The SWEET program supports interdisciplinary and transdisciplinary consortia, which generally work on issues defined in competitive tenders for a period of six to eight years. Depending on the issue to be addressed, the consortia are made up of various universities, research institutes, the private sector, and the public sector. SWEET is a new type of funding instrument for energy research. A service provider was sought for the evaluation of the SWEET program through a public call for tenders. The evaluation comprises a program analysis (i.e., an analysis of the program concept, program processes, and program specifications) and an impact analysis. The aim of the evaluation is to gain insights that can be used to optimize the program. This includes adjustments to the concept, processes, and specifications in order to make the program more effective (increase its impact) and more efficient (while maintaining the same impact and reducing the administrative burden for all bodies involved). On the basis of this call for tenders and the accompanying documents dated September 1, 2023, published on the publication platform www.simap.ch, Interface Politikstudien Forschung Beratung AG, in collaboration with KMU Forschung Austria, submitted a bid for the services requested by the client. On January 3, 2024, the bidding consortium was awarded the contract for the provision of services in accordance with Section 5 of this contract on www.simap.ch.

SWEET (SWiss Energy research for the Energy Transition) est un programme d'encouragement de l'OFEN approuvé par l'Assemblée fédérale en septembre 2020. Il examine de manière globale des questions essentielles pour la réalisation de la Stratégie énergétique 2050 (SE 2050) et de la stratégie climatique à long terme (LKS). Doté d'un budget total de 148,3 millions de francs, il s'étend de 2021 à 2032. Le programme SWEET soutient des consortiums interdisciplinaires et transdisciplinaires qui travaillent généralement pendant six à huit ans sur des questions définies dans le cadre d'appels d'offres compétitifs. En fonction de la question traitée, les consortiums se composent de différentes hautes écoles, instituts de recherche, entreprises privées et pouvoirs publics. SWEET est un instrument d'encouragement novateur dans le domaine de la recherche énergétique. Un appel d'offres public a été lancé pour trouver un prestataire chargé d'évaluer le programme SWEET. L'évaluation comprend une analyse du programme (c'est-à-dire une analyse du concept, des processus et des objectifs du programme) ainsi qu'une analyse d'impact. L'objectif de l'évaluation est d'obtenir des informations permettant d'optimiser le programme. Il s'agit notamment d'adapter le concept, les processus et les objectifs afin de rendre le programme plus efficace (augmenter son impact) et plus efficient (à impact égal, réduire la charge administrative pour tous les organes concernés). Sur la base de cet appel d'offres et des documents correspondants publiés le 1er septembre 2023 sur la plateforme de publication www.simap.ch, la société Interface Politikstudien Forschung Beratung AG, en collaboration avec KMU Forschung Austria, a soumis une offre pour les prestations demandées par le donneur d'ordre. Le 3 janvier 2024, le marché pour la fourniture des prestations conformément au point 5 du présent contrat a été attribué au groupement d'entreprises sur www.simap.ch.
