The external evaluation assessed the last, the third phase phase of Aliance Caucasus Programme (ALCP), implemented from April 2017 through April 2022. The geographical scope of the evaluation encompassed the programme outreach areas within Georgia, Armenia and Azerbaijan. The overall goal of the independent external evaluation was to validate the results achieved and look beyond the programme timeframe identifying longer-term effects of the conducted interventions. The evaluation specifically looked at the results with a view of cost-efficiency and sustainability. One of the purpose of the evaluation was to consolidate the lessons learnt and design recommendations for possible market system development interventions of SDC.
