Between 2018 and 2020 Swiss Development Cooperation (SDC) mandated more than 150 decentralised evaluations of which almost two thirds (92) were used to calculate the efficiency rate1 of SDC. SDC’s Evaluation and Corporate Controlling Division (E+C) decided to commission a Quality Assessment of these evaluations, in order to assess the validity and reliability of the evaluation results and their actual use and to improve its evaluation system overall. In order to assess the quality of the evaluations, a sample of 60 evaluation reports and their Terms of Reference (ToR) were scrutinized using document analysis.
