Lead
The Forum of Federations brings experts in federal and decentralized systems together with civil servants, politicians and civil society to exchange and support the development of practical solutions to federal and decentralized governance challenges, including in transitioning countries. For Switzerland the Forum offers a specialized international platform for exchanging its experience with other federal states.

Context
A large number of developing countries embarked in Decentralisation reforms for improving service delivery, enhancing governance and accountability or increasing equity. Persisting challenges pertain to unclear assignment of responsibilities between multiple levels of government and insufficient financial basis for sub-national governments to fulfil their new roles. In the face of the necessity for a better inclusion of cultural, religious, and ethnic differences within a single state, federal and decentralized governance offer a variety of models through which governments can accommodate the varying needs and desires of citizens while increasing the legitimacy of the state in the eyes of the population. Through providing the means to accommodate diversity, multilevel political systems facilitate more inclusive, responsive and thereby effective government. This is crucial to the consolidation of democracy and the establishment of peace and stability.

- Adoption of Strategic Plan 2018-23 and results based management
