The HoA has drawn international attention as a fragile region of extreme conditions. These include extreme climatic conditions and shocks, frequent resource-based conflicts, especially during droughts, and high levels of displacement and migration due to the effects of Climate Change, civil conflicts and social exclusion of some minority groups. The objectives of the assessment were: 1) to assess the extent to which the Swiss HoA portfolio has integrated CC adaptation and mitigation into ongoing projects, and examine any unintended negative impacts of these projects on climate or the environment, and 2) to identify entry points for CC adaptation and mitigation for the existing portfolio at the project and strategic level for the next Cooperation Programme in the HoA.
