• What elements of transitional justice are most relevant in contexts where human rigths violations involve foreign fighters? What should a comprehensive transitional justice response to foregin fighters encompass in order to address the causes and consequences of such violations? What are the challenges facing such a response? What are the legal and policy frameworks relevant to such a response? 
• How does a transitional justice approach contribute to or improve current policy and legal responses to the crimes committed by foreign fighters? In what ways can such an approach strengthen human rights protections and accordance with rule of law, through both outcomes and process? In what ways can such an approach contribute to goals such as reintegration, reconcilliation and prevention and to avoid radicalization, division and exclusion? 
• How does the transnational dimension of foreign fighters affect a transitional justice approach to the issue?  What elements of such an approach should be implemented in the country where the abuses occurred, in the foreign fighters' home countries where they may be repatriated, and in third countries where they may be relocated? How does the transnational element of a transitional justice repsonse affect its goals/dynamics?
