The evaluation of the Durable Solutions Initiative (DSI) in Somalia found that the DSI is relevant and coherent given the severity and protractedness of the displacement situation across Somalia and the need for coordination. By placing the DSI in the Integrated Office of the UN Resident Coordinator, a neutral coordination mechanism was found, and a close working relationship with the Regional Durable Solutions Secretariat (ReDSS) established. Regular joint meetings and technical exchange on durable solutions programming was provided by the Durable Solutions Working Group (DSWG). The advisory services of Professor Walter Kaelin created a crucial stimulus for the DSI. The establishment of the Durable Solutions Unit at the Ministry of Planning, Investment and Economic was a key factor for government’s ownership and leadership. At operational level, a set of durable solutions programming principles were harmonised and adopted by the Somalia authorities. In regards to effectiveness, the DSI influenced and supported the formulation of DS policies, and a number of National Policies and Guidelines were adopted. Internal displacement has been included in the National Development Plans. The DSI achieved that displacement in Somalia is considered as an urbanisation problem. The evaluators found that the DSI was implemented efficiently. In regards to sustainability, they formulated five main lessons: the role of champions to overcome resistance and to put DS on the agenda; the importance to work with authorities and partners to achieve coherence between the policies and strategies at the national and member state level; the need for capacity strengthening of government structures and for accountability mechanisms at all levels; the important role of civil society and the private sector; the potential of linking DS principles with Islamic principles of brotherhood, compassion and philanthropy; the need to combine access to land and housing with developing secure livelihoods. As challenges, the evaluators mentioned the effective consideration of underlying causes of gender disparities and clan conflicts in programming; scaling up durable solutions programmes to influence the engagement at the municipal levels; enhanced communication efforts to explain the role and functions of the DSI.
