This Mid-Term Review (MTR) was commissioned in order to 1) assess the project‘s progress in relation to the expected outcomes of the phase and 2) to provide recommendations for the remaining two years of the project and to give a preliminary outlook beyond 2020. Nevertheless, the project is marked by important inherent tensions, as it strives for systemic change (which requires a long-term vision and approach) while being measured on demanding short-term targets in terms of jobs created. Conclusion: the project has a good reputation due to its thoroughness and its seriousness, and it learns and adapts continuously. The Mid Term Review formulates three strategic recommendations and two operational recommendations.
