Zusammenfassung:
Diese Evaluation stellt eine unabhängige Bewertung des Engagements der Schweizer Direktion für Entwicklung und Zusammenarbeit (DEZA) im Bereich Migration und Vertreibung von 2017 bis 2024 dar. Deren Hauptziele bestanden darin, die Relevanz, Kohärenz und Effektivität der Interventionen der DEZA zu bewerten und umsetzbare Empfehlungen zur Stärkung von strategischer Positionierung, operativer Wirksamkeit und Leitungsrolle der DEZA in den kommenden Jahren zu erarbeiten.
Die Arbeit der DEZA im Bereich Migration und Vertreibung umfasst humanitäre Hilfe, langfristige Entwicklungszusammenarbeit und politisches Engagement und wendet verschiedene Instrumente in unterschiedlichen geopolitischen Kontexten an.

Summary:
This evaluation provides an independent assessment of the Swiss Agency for Development and Cooperation’s (SDC) engagement in migration and forced displacement from 2017 to 2024. The main goals of the assignment were to evaluate the relevance, coherence, and effectiveness of SDC’s interventions and generate actionable recommendations to strengthen SDC’s strategic positioning, operational effectiveness, and leadership over the coming years.
SDC’s work in migration and forced displacement spans humanitarian, development, and policy engagement, and operates across diverse geopolitical contexts through the utilization of several distinct instruments.

Cette évaluation fournit une analyse indépendante de l'engagement de la Direction du développement et de la coopération (DDC) dans le domaine de la migration et des déplacements forcés entre 2017 et 2024. Les principaux objectifs de cette mission étaient d'évaluer la pertinence, la cohérence et l'efficacité des interventions de la DDC et de formuler des recommandations concrètes visant à renforcer le positionnement stratégique, l'efficacité opérationnelle et le leadership de la DDC au cours des prochaines années.
Le travail de la DDC dans le domaine de la migration et des déplacements forcés couvre l'engagement humanitaire, le développement et l'engagement politique, et s'étend à divers contextes géopolitiques grâce à l'utilisation de plusieurs instruments distincts.

La presente valutazione fornisce un'analisi indipendente dell'impegno della Direzione dello sviluppo e della cooperazione (DSC) in materia di migrazione e sfollamento forzato dal 2017 al 2024. Gli obiettivi principali dell'incarico erano valutare la pertinenza, la coerenza e l'efficacia degli interventi della DSC e formulare raccomandazioni attuabili per rafforzare il posizionamento strategico, l'efficacia operativa e la leadership della DSC nei prossimi anni.
Il lavoro della DSC in materia di migrazione e sfollamento forzato comprende l’aiuto umanitario, cooperazione allo sviluppo ed impegno politico e applica vari strumenti in diversi contesti geopolitici.
