The evaluation of the Horn of Africa programme portfolio showed an enabling environment for transformative gender results. Yet, while SDC produces a substantial number of high standard gender related knowledge products, programme officers and implementing partners are receiving minimal technical support to integrate gender equality into programming. The use of gender sensitive evidence-based analysis in project design is mixed. As projects focus to a very large extent on improving status of men and women, the evaluators identify a missed opportunity in enlisting men as agents of change. The SDC has established useful strategic and long-term partnerships to deliver results. In regards to effectiveness, the evaluators acknowledge a balance between a systemic and policy approach on the one hand, showing slow results, and on the other hand activities directly targeting households, communities and pastoralists with more immediate results. In general, projects have contributed towards gender responsive results, but the limited size and scope of the initiatives limit their perceived relevance, given the enormity of the issue. More synergy is needed to contribute towards outcome level gender results. The evaluators found that the domains missed out on opportunities to go in-depth in addressing ‘gender’ as a socially constructed roles, behaviours, and activities. They recommend: to continue championing gender through policy dialogue, making the SDC gender policy known to implementing partners, maintaining the favourable institutional environment, and investing in continuous learning, monitoring and evaluation; to strengthen the capacity of programme staff to mainstream gender in a transformative way, and to capture, document and share knowledge; to maintain and leverage strategic partnerships for gender results with a focus on regional integration, promotion of INGO-local NGO skills mentorship, and partnership with custodians of culture such as traditional, clan and religious leaders; to involve men and boys in efforts to remove gender-based barriers and strengthen gender results as opposed to women results; to push for the creation of a SGBV pooled fund among partners with the aim of having local implementing partners; to capture gender results beyond sex disaggregation and numbers, with an emphasis on capacity, voice, transformation and qualitative analysis of results; to reinforce the M&E capacity at all levels, including the implementing partners, and to strengthen monitoring of the aggregated gender responsive indicators.
