Review of the Capacity Building for Low Carbon and Climate Resilient City Development Project (CapaCITIES) Phase I, supported by the Global Programme Climate Change and Environment (GPCCE) of the Swiss Agency for Development Cooperation (SDC). The objective of the review was to assess the overall performance of the project and to make recommendations for a potential next phase. The review is based on a set of criteria that includes relevance, impact, effectiveness, efficiency, and sustainability of the CapaCITIES project.
