The Swiss Contribution to the Enlarged EU has funded 82 security and justice projects in 10 countries. Approximately CHF 114 million was allocated to these projects, approximately 9% of the entire Swiss Contribution. Romania and Bulgaria accounted for 16% and 9% respectively of budgeted Swiss funding in this area. In Romania and Bulgaria, Swiss funding in the security and justice sectors has been channelled through two thematic funds, one for each country, and these have been managed by a Swiss intermediate body (a Swiss consortium). This is a wider external evaluation of the Security & Justice area in the frame of the Swiss Contribution that consists of three modules: Module 1 covers the evaluation of the Swiss Contribution Thematic Fund ‘Security’ in Romania; Module 2 covers the evaluation of the Swiss Contribution Thematic Fund ‘Security’ in Bulgaria; Module 3 provides a broader review of Swiss Contribution security and justice-related funding.
