The project aims at reforming initial and continuous VET. It complements SDC's youth employment portfolio to a good (albeit not full) extent. The project is relevant, addressing pertinent needs and priorities of VET stake-holders. The vast majority of the interviewees perceived the approach of decentral-ised implementation to be beneficial. On the other hand, the project's goal to achieve system-wide effects in VET met challenges of conceptual, technical and organisational nature.
